Iiest shibpur will be a better option for CSE as it has good placement, infrastructure is okay, faculty members are okay, coding culture is good, active clubs & lastly good alumni network.

If you get a seat in the special round, then your last seat will get cancelled. If you don't get any seat then your last will be retained. I don't know whether it will affect a seat of IIT or not as you can go for counselling of both.

IIT is not there in the special round, it is only for NIT and IIIT. Simple, you have to visit CSAB website the after 7th round and keep checking for the registration updates. Registration and choice fill up is similar as JoSAA.

You can try for NIT-Srinagar, NIT-Kurukshetra, Eastern side NITs, new IIITs like IIIT-Bhopal, IIIT-Bhagalpur, IIIT-Kalyani, etc.

If you are looking for admission in computer science than IIIT-Gwalior is a better option than JNTU-Hyderabad. IIIT-Gwalior is centrally funded institute with specialised courses in CSE and IT. Even placements are better in IIITs. So, in my view IIIT is a better option.
