You can take VIT Vellore but if you want to study at lower cost in a government college then you should choose Trichy.

Till now I think IIIT DHARWAD is best as it's construction started for own campus and Sudha Murty is also present in Board of Governors. Pune comes after that, then Sri City, Nagpur,Kottayam and at last Kurnool.

This depends on the management of that particular college, as IIIT, Pune allows branch change but IIIT, Ranchi doesn't.

One may find NITs attractive due to their NIT tag, but frankly speaking, all NITs don't stand up to that reputation. For people who have no or little idea about IIITs, I would like to tell them that the 4 IIITs (Allahabad, Jabalpur, Gwalior, Kancheepuram) are institutes of National Importance, just like any other NIT, and focus on the field of Information Technology exclusively (unlike NITs). Moreover, IIIT Jabalpur has an upper hand over the above NITs as it has a collaboration with universities of Japan. So I would suggest going with the following preference: IIIT Jabalpur, then NIT Jalandhar, then NIT Raipur.

IIIT Delhi is good but its fee is very high. If we talk about government colleges, then IIIT Allahabad is the best government college and can be considered equal to good NITs. After that comes DAIICT Gandhinagar, IIIT Vadodara. Most of the IIITs are recently opened and are new, so they are not good enough.

IIIT-Ranchi is newly constructed college. As far as NIT-Agartala is concerned, it is one of the oldest NITs. The other factor you can consider, is if you haven't got branch of your choice, then you can go for Ranchi instead of studying halfheartedly for Civil, but overall NITA is much better option.
