Hello Vivek,
Considering your category, you need to score around 100 marks in JEE Mains to get good NITs, however, considering IIITs, you need to score well in JEE Mains as it considers only JEE Mains score not JEE rank.

Yes, you can enrol in New IIITs because it is better than any other private engineering college.

First of all if you are general then you are not eligible for IITs NITs or GFTIs as they need 75% marks minimum but if you are ST, SC then there is a chance if your JEE main marks is good.
then you get scholarship on your fee structure by IIT.

NIT-Agartala is a better option for you.
Kindly go with NIT-Agartala if CSE is provided there because packages from Agartala is more or less same as that of other colleges.

Instrumentation department of VIT-Pune is getting very good placements since last two years. I don't know the placement scenario of IIIT. Branch wise, CSE is better if you're getting it too. But check for placements.
