IIST - the fact that most of its students are eventually absorbed in ISRO. So, whats most important is to choose an institute which provides you a wide range of career options. It immensely increases your chances to succeed as an young undergrad. To be very frank, you won't be having much career choices if you choose to join IIST. IIT Dhanbad is doing great among the new ones. Please do not get demotivated by its location. People often comment without even knowing the inside story. I can fairly assure you that you would be having a whole lot of exciting career opportunities here in IIT Dhanbad. Rest is your decision.

It all depends on your field of interest, if you love to create new electronics applications then take ECE in IIT-Dhanbad, and if you love to programming, then take CSE in IIT-Jodhpur.

In my point of view, IIT Dhanbad is better as it is an institute of national importance, whereas the BITS Pilani is no less than it, but being a government institute it will have some of its own reputation, which makes your education much worth it there. But, BITS Pilani can compete against some institutes of national importance, so think and decide wisely. All the best.
