IIT-R placements are better than IIT-G. IIT-G has more peaceful environment and nature as an advantage. Academics is much easier at IIT-G. The administration is better, alumni base is stronger, and campus is around 2.5 times bigger and beautiful. The research facilities are better. Professors at IIT-R are more distinguished and experienced. It has location disadvantages in terms of transport facilities. Go for IIT-R mechanical engineering, if you ask me.

See it is upto to you only that how you perform in your academics and in the interview. Only from that you will be able to get your package, as over here you can find packages from 7 LPA to 1.5 cr per year.

For you IIT, Guwahati ECE is the 6th best ECE in the country(my opinion after IITB, M/D, K and KGP). Placement and internship opportunities are there for students in good numbers. Most of the students get placed with good salaries in companies like Goldman, Oracle, Schlumberger, Samsung R&D, Cisco( non-core and semi-core), Qualcomm.

Do designing from IIT, Guwahati. Designing is becoming the demand of the market now. Also, IIT will you better chances of placement, industry exposure, infrastructure, clubs, tech fest and much more.

IIT Guwahati is better as it is one of the old IITs and it enjoys better placements, academics, culture, campus life, etc.

It's nice to know your thoughts. Weapons have requirements of both mechanical as well as chemical engineers. Hence by selecting either, you can still achieve your aim. So do not worry. Take admission in any course.

You are stuck with what us popularly called as Shakespearean dilemma. My opinion is that both these courses have tremendous potential. But my advice would be for you to choose between them the one which fascinates you the most.
