If you have the notice, please go through its contents, because there are different departments which require different age criteria. Since you are only 17 years old, you cannot be legally provided any job and it would be safe to assume that you have not complete your graduation. Educational qualification are also different in different departments.

There is no regulated minimum fee, or one set by any directors' union or guild. Directors have great access to producers and can negotiate. They will go down for a high risk project or agree for a profit share if they really care about a movie. A handful of directors can ask for premium fees based on say two big hits.
