Please mention the name of university which you want to take admission in. There is different procedure for admission followed by different universities. As you have mentioned in the question there is no CT University in Maharashtra.

The best IHMs around India are:
*IHM-Delhi (Pusa)
*IHM-Mumbai
*IHM-Banglore
*IHM-Chennai
*IHM-Goa
*IHM-Hyderabad
*IHM-Thiruvanthapuram
*IHM-Kolkata
Note: There is only one IHM in one place, so in Delhi and Mumbai there is only one IHM.

Among VIT, Vellore and Thapar University, I will suggest you to pursue thapar university, because CSE of this university is good enough, and placement record for CSE is also good.

Yes, of course, you can. If you meet all the requirements of that particular country and its university then you can take admission there. If you specify the country and institute then it would be better to provide you with more information.

Admission prospects look good for you. The admission committee will also evaluate your LOR, SOP, internships, etc. Submit a good application and apply early.

The final AIR will be declared after April 2019 considering the best score out of the two JEE Main attempts for all the applicants, hence based on current percentile we cannot predict which all colleges you can get. Wait for the final AIR declaration
