You have to clear cutoff for the eligibility for any state or Madhya Pradesh B.Tech counseling. No worries about attending counselling. A student did not cross cut-off mark means that he is not eligible to appear in JEE Advanced. If a student doesn't qualify, depending on his marks (after normalization), he is provided a rank, for suppose, let us consider the rank provided by you I. e.27000. With this rank, you can get a seat somewhere in an NIT (Though, not the best NIT, but just an NIT). You will be able to attend counselling and the only thing is that, you are not eligible for Advanced.

Yes, you can apply in Maharashtra. But you will get only the seat of outsider quota which is 15-20% of total fees.

North campus and south campus mainly belong to the location of Delhi south campus mean south Delhi and north campus mean north Delhi location college. The admission process is fully based on merit. The admission process is following-
Check out the cut off released by DU, and check your marks against the cut off. Then visit with the application print out for the particular college and course with your all documents. Then admission staff check your marks against the cut off released by DU. When the staff check out your documents, then a link is provided on your DU portal for the fee payment. You have good marks in NEET exam but these marks are not enough to get an MBBS college. There are little chances of getting MBBS college. You can easily get BDS or any other field like that easily but you should try to get MBBS college in your state.

Hoping that the exam to be KCET rather than ECET 3200 rank, you'll easily get a seat in MSRIT in any branch except for CSE. For CSE, you need at least 1196 rank. Though there is hope as there may be some seats for lateral entry, so kindly put your first priority as CSE only. Also, with NEST, kindly mention in the comment as you mean to say LPU- NEST or any other exam?
