I am studying in South India and if you won't be able to communicate in English, even very simple type of English is okay, then I would suggest you not to go for South Indian institutes. Their mode of communication is completely English and hence you won't be able to grow. Growing yourself is the best thing you have to do in college. Consider this before joining any college.

It depends on your home state. For All of India, I would recommend VIT, SRM, KIIT, ITER, BIT, NSIT and many more. You can go to https://shiksha.com and find great colleges in your home state or any part of the country.
