Both the IIT's are good, but in my opinion IIT-Bombay is better than IIT-Roorkee, because IIT-Bombay provides good quality of faculty members with good course curriculum.

Admissions in IITs are done on the basis of rank scored in JEE ADVANCED exam.
So, one has to first qualify JEE MAIN exam and then score a good rank in JEE ADVANCED in order to get admission in IIT.

Hi Bharat,I am sorry to say you cannot apply for IIT reason is given below. Minimum CPI of 6.5 or 60% of marks or First Class in the qualifying degree, fulfilling specific requirements for different disciplines, as indicated below:

Generally, it's good, rather safer to secure 60+% in B.Tech. But if at all you have already cleared the cut off of gate exam, then you must apply for IIT.
