Like any other engineering stream, you can pursue industrial engineering through correspondence though the colleges for it are very few.

The course undertaken from any institute should prepare you to be employable with the skills. I would suggest that, you can compare universities offering the same course and figure out which one is better. You can compare Masters in industrial and operations engineering offered by University of Michigan Ann Arbor with that of Masters of industrial and systems engineering offered by San Jose State University. You can look to find out the research opportunities and practical exposure given to students.

You can get a good job depending on your profile - knowledge, qualifications, skills etc. The scenario is competitive compared to IT but with hard work why not. It is therefore advisable to get into good universities having industrial contacts, the internship also matters a lot.

You may go abroad for Masters in any of the specialisations of your choice. As per your budget in New Zealand, Canada, Australia, USA, etc. Canada and Australia are both open for PR too. Just check their skill shortage list and plan accordingly.
