Hello Suresh,
For industrial engineering, Concordia University is the best in terms of reputation, quality of teaching and many more aspects. If you ask me to priorities, then Concordia would be my 1st option, then comes Windsor and finally Dalhousie.

For Masters from Canada, you need to score 6.5 overall with not less than 6 in each module.
I don't know about the scholarship one.

Mechanical engineering is an evergreen core branch of engineering with wide range of job opportunities and scope. Industrial Engineering is a good branch, it was a sought after interdisciplinary specialisation few years back. But it has slowly lost its edge. I will recommend Mechanical over Industrial engineering at graduation level. You may consider India Engineering at PG level
