If you have completed M.Sc IT, applying to another MS degree will be very difficult. You can complete PGDCA or the first year of MS IT, this depends on the career outcome and the subjects taught. For changing the course to other University, I guess, it is not possible to change the University. You can get you admission canceled first from the current university and take a New admission in MG University.

Graduate from a recognized University with Mathematics or Statistics as one of the subjects at 10+2 level or at graduation and minimum of 50% aggregate marks for open category and 45% for reserved category.
