No, they are not. To make it more accurate what I will say is IT is a subset of CSE. Being a CSE student, I can see the difference between IT and CSE easily. They are certain core CSE subjects which IT students don't study. From job point of view, IT companies mostly recruit CSE student but if you have skills, then you will definitely get hired. Study-wise, there is a little less pressure in IT as compared to CSE.

The fee can be different in different universities also like government colleges and private colleges. The approximate tuition fee for BCA in India ranges from 1.5 Lakh INR to 6 Lakh INR for three years.
Course Duration of BCA
The BCA is an undergraduate degree course in computer applications duration is 3 years with 6 semesters. The quality marks would be applicable on the basis of Specialization courses. The semesters consist of theoretical and practical version.

You will come across a good number of institutions offering BCA (Bachelor of Computer Applications). The undergraduate programme is a three-year study on applications of computer systems and information technology. The course curriculum of this programme is somewhat similar to B.Tech CS/ IT, which however is a four-year programme and is more specialised. There is no programme called specialised BCA as such.
