No! It offers only B.Tech as Bachelors degree, other all degrees are of Masters, those are MCA, M.Sc, MBA and M.Tech!

There is no criteria for lateral into BCA course! You have to do 3 year Programme! You can do it through Distance or Part time according to your need!

If you have done B.Tech CSE/IT, you can join MBA in IT. Here you will able to continue your field of education. Yes, you can get admission in various Private colleges or government. Colleges in information technology or electronics engineering without giving CET or JEE. But for government. Colleges you have to take admissions through management quota. But many of private colleges are worthless. They will charge you 3 times more of a normal engineering college fee (probably a higher multiple for an IIT / NIT) and at the end, you can not guarantee your worth. If you have money to spend then can certainly try these. So I advice you to appear for JEE or CET exam to get good college again next year ( if result is not satisfying or if not applied for
