Although syllabus of CSE and IT overlap by 80-90%, market acceptance of IT grads in higher in comparison to CSE. As CSE allotment in any engineering entrance examination is toughest and only toppers get CSE, end product Engineering grads of CSE is perceived better than IT by industry. If you have a choice, you may opt CSE over IT.

Hi,
IGNOU is one of the oldest and recognised. You can also check out Annamalai, Karnataka State Open University, YCMOU etc but before doing so email some universities abroad to check if they will accept correspondence degree. Many universities do but you will also come across universities which will prefer a full-time degree.
