Hi, cut-offs are usually very high for the top colleges. You have to wait for the merit lists to be announced. Also, you have to clear the entrance exams, if any, set by the colleges. You may check this link

The CS engineering programme usually deals with how to build micro processors, how to write a compiler etc. IT is the business side of computers - usually dealing with databases, business, and accounting.
