The budget is low considering your area of interest. Best institute for this is IIFT and the course fee goes up to around 3 LPA. Alternate option is to do MBA from Pondicherry University in international business which will be within your budget but you should not expect good placement package.

Both MBA IB and PGDM IB degrees are similar with only difference in nomenclature and with minor difference in course content in different colleges. You are advised to seek admission based on reputation of B-School not on name of college. If you go for PGDM IB then you must evaluate that degree is equivalent to MBA as per Association of Indian Universities ( AIU). If PGDM is approved equivalent to MBA by AIU, then you can seek admission in higher studies and apply for Government job.

First of all, you have to understand the difference between the two and also analyze your your area of interest.
The main difference between MBA and MIB is that MBA is a more generalized course of Management wherein you choose your specialization in the second/final year of your course whereas MIB is a specialized programme in which from the very first year your curriculum would be focused on International Business. Now it would depend on your own interests and career aspirations that which course you should opt for. This college is 134 in ranking among the bschools of india. It is affiliated to pondicherry university.
PRO'S:- College is providing dual specialisation i.e. MBA+PGPM. Faculty wise college is excellent because they provide all faculty from IIM's and IIT'S - but most are guest faculty. Placement wise is also excellent because the average salary package college is providing is Rs. 6-7 lakh per annum to each student.
The infrastructure is not very great. The college is still in progressive stage.

I would like to ask a counter question : Are you passionate about pharmaceuticals? If you have an aptitude to pursue the pharmaceutical management and build your career in various domains of the industry, then surely the course in pharmaceutical MBA will help you and take you forward in the pharmaceutical industry and you wouldn't regret it at all. Reasonably well paid.
But if you have interest in corporate sector go for MBA international business. Very well paid.
Now the choice is all yours.

MBA in international business is better than pharma MBA because MBA in IB will give you job opportunities in different industries with lots of options and on the other side MBA in pharma will fetch you jobs only in pharma industry and scope is also less in this field.
