No you cannot apply for JEE advanced with 28 percentile until and unless you come under physically handicapped category.

GNDU have B.Tech lateral admission. However Electrical engineering branch is not available here. So think about some other branches. Further JEE Main is not required for lateral admission. However University will conduct own entrance exam.

The reputation of the college may affect the range. College with high reputation will have higher range.You cannot get admission into college through JEE main exam. You need to separately write exam or you should be your state topper in 12th boards to get direct admission. Even if you are taking admission through JEE main result you need to have a percentile of about 98-99.
