Hello SP Panda, you have mentioned that your son is studying in 12th standard and living in a hostel. You also mentioned that he is preparing for JEE Mains examination. Apparently, he has appeared for the February examination too and you are not able to download admit card. Right? Do not worry. This problem sometimes happens intermittently and then goes away. I would like to advise you to rear login and attempt to download admit card once again. I am sure you will succeed. Best wishes to you.

The previous years All India category wise closing ranks of IIT-B under asked category (Gender Neutral) for B.Tech CSE are given below for an idea. Year 2020 : 13 (27 for female)
Year 2019 : 15
Year 2018 : 09
So keeping the above trends in consideration the All India Category rank between 10-12 can be safe here for admission in asked course. So you have to score above 300 marks in JEE Advanced.

Yes, if any candidate did not apply for February Session, then he/she can apply for remaining Sessions. The application window will be re-opened briefly immediately after the declaration of the result of February / March/ April Session. So your daughter can apply for April 2021 session after declaration of result of February 2021 session.
