No, it's not compulsory. As per JEE Mains eligibility criteria, candidates should have obtained a minimum of 75% marks in class 12 or equivalent exam or they must be in the top 20 percentile in their class 12th examination. For SC/ ST, the eligibility is to obtain a minimum of 65% marks in class 12 or equivalent. Therefore, it is not necessary to obtain 75% marks in PCM in 12th.

JEE Main 2020 Cutoff is the minimum score necessary to clear the examination. NTA will declare the JEE Main Cutoff in the last week of April, after the result declaration in 2020. The cutoff for General category was 81, 49 for OBC-NCL, 32 for SC, 27 for ST, and 1 for PWD in the previous year. So you have to wait for few weeks and hope for the best.
