Hello,
As such there is no fix or average package, totally depend on your skills and interview performance at the time of on campus or off campus placement. Yes, it's right that in starting before graduation or after graduation, students get between 8k to 40k. But don't think about money first. Just try to understand the field one in which you want to work. Within two or three years, as you will know about the fundamentals of industry, they will get higher salary as others.

Hi dear,
If you really know writing and the skills of storytelling then, there is no need to have a degree in mass communication. Even now there are a number of stringers who are working for news channels and newspapers but they don't have any degree. That doesn't mean they are not reporters. They are doing well and the organisations are paying well as like other ones. But some organisations have a procedure for appointment of reporter. First and foremost, you should have a nose for news. The aptitude for being a journalist is quite important. Thereafter you can pursue journalism course from a reputed college and start interning at various news organisations to know how the industry works and acquire other necessary skills. It is important to have a degree in journalism to be a good journalist. But, we have many cases where journalists have come from other subject streams like Literature, management, Law and visual arts. But, a good Journalism and Mass Communication allows you to get a bandwidth to specialize and be more employable and a better storyteller, if the university you come from is well known and pedagogy practice based.
