Yes, you are eligible to get admission in HBTU, Kanpur with 848 SC rank in JEE. The last year cut-off was about 160 marks in JEE Mains. You can get the admission in B.Tech in your favourite branch.

HBTU Kanpur will be a better choice as compared to Jaypee Noida. HBTU Kanpur holds better records than JIIT Noida.

It depends, what kind of environment and exposure you want. HBTU has a very good reputation in CSE and paint technology so it can be preferred in this case but NITs are big name and provides you better exposure.
