No neet is considered only for admission to MBBS and BDS . for bsc courses merit lists are prepared by the colleges. DU applications have not yet started so you can apply there and other colleges that offer bsc ,the forms must not be over. Although MBBS forms are over for almost all institutes. But bsc is available.

You shouldn't compare the colleges based on fee structure. Rather put emphasis on faculty, approval (AICTE), quality of students studying in the institute etc.
You can look in to BHAVANS, IEM, HERITAGE, FUTURE under WBUT & approved by AICTE.

Most colleges have a different provision for admission. You need to contact the institute officials personally for specific admission details as it differs from one college to another.
However, we can help you with the parameters that you can keep in mind while choosing an institute. You can consider the below parameters :-
1) Faculty,
2) Affiliation / Recognition
3) Course Material,
4) Quality Education,
5) Fees
6) Infrastructure
7) Success Rate.
8) Placement
9) Top recruiting companies.
Also, if possible go through the alumni speak section to get an idea what the alumni thinks about the institute.
