First of all, both the universities will ask for migration certificate at the time of Ph.D./LLB degree award and that time you can present only one. Secondly, Ph.D. is a research work which requires complete academic devotion and simultaneous pursuance of LL.B. may hamper that concentration. Lastly, being a Ph.D aspirant, if you can not find out UGC rules from their website then consider that you are not capable of research or Law work. So you can't do both LL. M. and Ph.D. part time.

Bharti Vidhyapeeth New Law College Pune is very esteemed College in Maharashtra state for the law course. It is Co-Education University. It is for both boys and girls. Eligibility Criteria for Bharti Vidhyapeeth New Law College is BVP CET LAW: You need to have around 200 rank/merit number to get any course in New Law College as CET for BA LLB and BBA LLB is different. So, a candidate applying for BBA LLB has separate merit list. Placement of New law College is very good as per the fee. Average placement is around 4 to 5 LPA. So, getting a seat is also very difficult in this college because it has a different entrance exam and students
