The best college is B.K School of Business Management for maritime management in Ahmedabad. Fees is around Rs 40k per year. One should appear in CMAT for the admission. It would be easy to get admission by securing 75+ percentile for Open category.

It is not necessary at all. CLAT is just to take admission in a Law Degree/Law College. To appear in the civil services or you say IAS you need to be a graduate in any stream.
