Clat is for LLB and isn't related to DU. Yes you can apply in DU for UG admissions even if you are from a state board and there is no percentage deduction for it.

Internship facilities can be done in companies only. But there are no legal companies in India.Besides, Law is not a subject like IT / Computing to do Internship.
But there is a system which is commonly followed. After completing LLB, you can work under a senior lawyer as his / her assistant / junior.This will help you to learn about practical aspect of law and legal points .
