Hello Pratik,
In Maharashtra, the lateral admissions to directly second year of engineering are done based on the marks obtained in Diploma. Hence if you are desirous of a particular college then I would advise you to study well to score handsomely. This will ensure that you get admission where your heart is. Please check for your eligibility to appear for the LEET exam from the criteria mentioned below:
DTU LEET 2018 Eligiblity Criteria:
The candidates seeking admission to the B.Tech lateral entry programmes should possess a state Diploma of three years in any branch of engineering or equivalent examination from a DTU recognised university. The candidates should secure a minimum of 60% (50-55% for SC/ST) marks in all the semesters as an aggregate. Final year students who meet the eligibility criteria can also apply for admissions. Yes, you can get a seat for LEET exam.
LEET (Lateral Entry Eligibility Test) is an entrance exam conducted for those polytechnic candidates who are interested in lateral entry admission in B.Tech/BE, by qualifying LEET exam, a candidate would get eligible for direct admission to the 2nd year (3rd semester) in 4 year course of B.Tech/BE.
The eligibility criteria for LEET exam:
1) The aspirant should have completed Polytechnic with 45% marks from a recognised board/university.

No, you can't appear in lateral entry exam. It is basically for Diploma holders only.

You can take admission in Punjab because here the admission are given on the basis of percentage if your percentage above 75 then you get best engineering college of Punjab such as GNE, Ludhiana.
