Yes, it matters. But also it depends on the university how strictly it checks the backlogs and how much weightage they give. Your final scores will also be checked and that is more important. Canada is difficult, they don't accept backlogs, not upto 11. You check options in Europe. A strong SOP and good LORs are recommended.
