Hi, it can be quite difficult for you to pursue MA in Clinical Psychology in India without appearing for any entrance exams as most of the colleges accept students only on entrance exam basis like CUET PG and other college level entrance exams like TISSNET, JMI Enttrance Exam, CUCET, etc.

Yes candidates who have completed an MA in Hindi are eligible to apply for UGC NET irrespective of discipline in which they have completed their Bachelor's degree. They must have secured at least 55% in MA Hindi and should have completed course from a recognised institute. Those applying for Junior Research Fellowship (JRF) must be below age of 30 whereas there is no age restriction for post of Assistant Professor.
According to latest guidelines of UGC, candidates who have completed a four-year course such as B.Tech and B.E. are eligible to apply for NET exam and pursue PhD in any field as per their preference.
