Hi Dharmesh!
The selection procedure varies from college to college. Most college will consider your marks in Graduation, I.e, the selection will be merit based. Some colleges have also started taking an entrance test of 200 marks. The exam will be divided into 5 units: Economics, Accounting, Business Standard and Mathematics, Business organisation and Management and General Knowledge and Current Affairs. You can refer to college's website that you are interested to take admission in and know their own criteria.

Your eligibility depends on your credibility. There are two ways to get admission. Direct way or by passing the entrance exam. It takes a high rank to get a seat in SRCC (top 20, as I've heard). Delhi University and IGNOU are the best two distance learning options if you are specifically looking to apply in Delhi based institutes only. Also, you should know that you can apply to any distance education institute in India to pursue the course since all good universities have their study centers in most states.
