Yes, you can do Ph.D. in Education after M.Ed. The range of Ph.D. course fee for State Universities goes around INR 20 to 25 k.

B.Ed graduates with minimum 55 percent aggregate and two years of teaching experience in a Government recognised school/NCTE recognised teacher education/research institution in education are eligible to apply. Thanks.

M.Com is better for the one graduated from B.Com because it will let you proceed in your stream which you have studied in earlier days and it can not be denied that a person is can perform better in that specialisation in which he or she has studied so far. Hope it helps.
