For admission in 2 years M.Sc in MS Ramaiah University of Applied Science, as tuition fee, you are to pay Rs. 50,000 per annum along with Rs.21,750 as student facility fees per annum. Before admission, you are to pay Rs 10,000 in DD as registration fees. If you succeed in the written test for admission, this Rs.10,000 will be adjusted from your 1st-year tuition fees.

You can but the way is through management quota. In this case, you have to pay higher than others to get a seat. I will suggest you give KCET and JEE Mains and score well in them. If you have not given these exams, only then go for management quota to take admission.
