Minimum tuition fee may be zero, majority of the programs are free of cost. Maximum tuition fee may be be upto 20,000 Euros per year if its a private university. Living expenses is around Euro8000 per year. Check this

Your query is very ambiguous. You should be knowing what is the best course for you, figure out your interests and career goals. Also, it is difficult to debate about the demanded course, be aware that economy keeps changing and every country has different sector and industries which are its driving factors. There is no comparison between the two. Germany is far competitive country with some of the best universities. Same cannot be said about UAE though students do opt to study in UAE. Hope this gives you the answer.

To study in Germany, you must be highly academic and have excellent grades in addition to demonstration of research work, strong SOP and LORs etc. Scholarships are given on merit by the universities so if you have a strong profile you may have a chance.
