Hi Satinderpal, every university has different admission requirements. Select universities having requirements which matches your profile closely. Shortlist 5 to 7 universities and apply on time. Check this list for the requirements

Hi,
Minimum tuition fee may be zero, majority of the programs are free of cost. Maximum tuition fee may be be upto 20,000 Euros per year if its a private university. Living expenses is around Euro8000 per year. Check this

Your query is very ambiguous. You should be knowing what is the best course for you, figure out your interests and career goals. Also, it is difficult to debate about the demanded course, be aware that economy keeps changing and every country has different sector and industries which are its driving factors. The country and university can be researched after you know what to study.

To study in Germany, you must be highly academic and have excellent grades in addition to demonstration of research work, strong SOP and LORs etc. Scholarships are given on merit by the universities so if you have a strong profile you may have a chance. It is best you DAAD website, visit the local centre as well for all information regarding studying in Germany. Check:

Since both countries are good to peruse Mechanical Engineering. But Germany would be better among these two options, because it has more scopes and opportunities for Technical Fields.
