The tuition fee is very low in German universities. It may cost around 500 to 1000 euro per semester. It is free in national universities. To be admitted, you must have a very strong academic profile. Additionally, you must have a strong profile with the demonstration of research work, publications, etc. Take your IELTS. German language knowledge is beneficial.

The free universities are the national universities which are highly competitive. If you want to study in those, you must have around 80% in UG and more and an overall competent profile.

While there are several universities for MS in mechanical engineering in USA, getting admission depends on your holistic profile. The universities look at your academics, GRE, TOEFL/IELTS and extracurricular activities/resume besides strong statement of purpose and letter of references.

Your GRE scores are just average. So, it is advisible for USA if you may retake & improve them. For Canada, it your Academics of Bachelors degree would matter & if that is higher first division - 70% & above would be good for University of Windsor & others. You may look at universities like - University of Michigan Ann Arbor, Clemson University etc. in USA.

The cost is on an average a 500 Euros with additional cost of living every year. However, the admission in German universities is based on high academics & the related information is available on DAAD website. You may have strong LORs & (Recommended) GRE to get admission in good universities in Germany.

Hi Dipu, abroad is a vast term, you need to specify a country. Secondly, since every university has different admission requirements, you have to check the requirements on university's website before shortlisting any university. For university rank, you can check QS ranking. Also check this, does all the good universities offer automobile branch:
