Unfortunately you are not eligible for Canadian Universities because of your academic score. You can try for SPP colleges of Canada where you might be eligible to get admission. For that, you need to score over 6.5 band in IELTS and at least 300 in GRE. Besides, GRE and IELTS are totally different exams, so you have to appear for both of them. All the best.

Hi
It depends on the country. You might need some work experience for the USA. Whereas, Germany doesn't require any. A cover letter of recommendation from college and personal statement are common for most of the destinations. TOEFL, IELTS, and GRE scores are required by most of the countries.

Every university has its own criteria for scholarship, but it mainly depends on 4 important points:
1) Academic score
2) GRE score
3) TOEFL score E
4) Extra-curricular activities
First 3 are most important, so try to maintain your score over 7.5 CGPA, score above 310 in GRE and score over 100 in TOEFL

You must check these on the website of different universities. While the core subjects will remain same, specializations and structure will vary. Some of the best universities, you may check are, University of Toronto, University of British Columbia, University of Waterloo and McGill.
