University of Stuttgart, TU Darmstadt, Munich University of Applied Science, FH Aachen, TU Braunswick and Bremen University of Applied Science are some of the best. You may refer to QS World Rankings for more options. Scholarships are quite competitive in Germany though all universities have financial aid.
