First, you decide where you are going to study and then ask questions. I am only answering about study abroad.
First, you decide which country you wanted opt for higher studies based on the factors like cost, duration, part-time job earnings and the post study work visa or stay back options. You need minimum 60% marks and to prove your English language efficiency you need to take IELTS or PTE exams. Once you fulfill the eligibility criteria, you can apply online or get the assistance of an education counselor.

Since the US requires 4 years Bachelor's degree, so you can either go for a Diploma of one year in India and then apply for Masters or get some work experience to fulfill their age or degree criteria. Few universities might give you the option of taking an extra course of 1-year to complete your Masters if you have sufficient finances.

MS in mechanical engineering is a good option from study & academics point of view. You may struggle to get a job in UK and also may face work visa challenges.

Hello, you can. GRE is not required in UK, as for TOEFL. Kindly check carefully with the universities as a number of universities in UK do not accept TOEFL and only requires IELTS.
