IELTS is more demanding than TOEFL. For Germany, you have to score minimum 6 bands in IELTS. IELTS is excellent option for global education than any other source.

Visit their websites and check the individual university admission requirements. You must take GRE and TOEFL or IELTS and to get into the top competitive universities you must score high. If you like technology and have technical orientation & want to be a computer architect then doing MS is profitable. If you find after one year experience in IT industry that you may not reach on top as you are not Excellent in Programming you may chose to do MBA after another 2 years of experience.
