Yes, you can do MS in any stream. The best example is Sundar Pichai who did his B.Tech in metallurgy and MS in a coding programing.

Hello Umair,
It's very nice to know that you are interested in doing your MS from Germany. First and foremost your academic record needs to be best. You also should have record of your interest in other spheres of human life. All these things and some go a long way in getting admission. However there are many nuances to the whole process and you may get stuck even if one goes wrong. I would therefore like to advise you that you must go to an agency dealing with sending students to Germany for MS.

As per your choices. That you have mentioned here, the best option is to do B.Tech and M.Tech and then MS as after completing MS from abroad. You will have a plenty of options and can have a very comfortable life ahead.

I would suggest visiting Shiksha's Learn Abroad website and look for a college that fits your needs and eligibility. Then see what exam it requires like language tests etc. These steps are important before you make a decision. Then you may want to check fee and availability of scholarship. Then you should apply for admission if everything is right. If your candidature is accepted, you may begin applying for Visa.

Yes, you pursue MS from US.
A GRE score in the range of 300 to 330; the higher the score the greater the chance of getting into a premier university. IELTS score of 6.5 and above or an equivalent TOEFL score. A good overall score in the undergraduate degree. These are the eligibility criteria for applying MS in CS.
