Yes, you can do M.Tech IT after Completion of M.Sc in Computer Science. But, first write GATE exam and apply for either in M.Tech CSE or M.Tech IT.

You can not apply for M.Sc. Physics, because the B.Sc. Physics is required for M.Sc. Physics programme.

Some of the courses are taught in English only. But, at the time of admission they may ask you about the German language certificate with minimum A2 level, better to learn German, it may help you to do part time jobs also. Hope my answer will helps you. Thank you.
