Graduating from local college doesn't mean that you can't pursue MS from top universities. The only thing you have to do is, you have to clear the exam of the universities, which you are interested in.

From an Indian citizen perspective, the answer right now my friend is NO. Irrespective of which college you are going for, or which degree it is that you are going for, UK right now is not a good option for those Indians who want to study and work there. As most of us are aware, the UK has made immigration very strict and almost no foreign student is allowed or given the post-study work visa. In simple words, you study there for your course duration on a student visa, and then the moment it expires, you have to come back to your country or go elsewhere. This is not an ideal scenario for students who are going for premium costly degrees
