The major difference between an MSc in Chemistry and an MSc in Biochemistry is their field of study. No, you cannot become a Doctor after an MSc in Biochemistry. If you want to be a Doctor, MBBS is the medical programme you should opt for. An MSc in Biochemistry will not qualify you to practice medicine as a Doctor. Instead, you can go for the Research or Pharmaceutical sectors as a Biochemist.
