A CUET score of 697 comfortably surpasses cutoffs at central universities for integrated M.Tech in CSE/EE/ECE. You're well within range for programs at Karnataka, Jharkhand, or Haryana central universities—just ensure you follow their choice-filling and counseling procedures during admissions.

This is quite a subjective question and depends on individual goals and future plans. Both MTech and skill-based certifications have their own upsides and can prove to be future-proof. If you're somebody who has more inclination towards advanced technical learning and research knowledge, you should go for a full-fledged M.Tech degree in your preferred specialization, but if you want to focus on the practical side, industrial trends and skill development opportunities, you must consider skill-based certifications.
So, you need to do some self-introspection and only then come to a decision after analyzing your strengths and future goals.
