Welingkar Mumbai would definitely be the better option as it has a very good brand name and a good placements track record. Also, BVP University is not very well recognised as compared to Welingkar.

Yes, you can. But, your candidature would be considered under All India Seat. So, you would need a higher score in any exam that you choose to apply through.
