For PGDM, we accept only CAT, XAT and CMAT scores. We accept cet for mms program (till last year). The cutoff was around 99 percentile last year.

No, there won't be any disadvantage as such. If you score well, you have equal chances just like any other Maharashtra state domicile.

http://www.som.iitb.ac.in/Admissions_2016/
The cut off for general category varies between 97 to 98 percentile depending upon the applications received each year.

No. You may get a college but definitely not a good college. The cut off required in CAT is around 70% and CMAT is around 80% if you are targeting a good reputed college.
If you don't want to give up your dream to get a good college then write MAT, ATMA and MHCET exams coming in Feb/Mar. Perform well in these exams and you will definitely get a good college.

You have not mentioned your caste or any work exp., so am assuming that you are fresher. My advice for you will be prepare hard for CAT 2016 and also other exams like SNAP TISS NMAT. Wish you all the best

Assuming that you are a fresher i would advice you to prepare well again for this year because 70 percentile will not be enough to fetch you a call from a decent bschool.
