These can be done by correspondence. The age limit is not there. You must be eligible as per your education qualification. 12th for doing Bachelor's and Bachelor's for post graduation. Entrance tests and merit lists are there for regular. Distance education and the universities have their own criteria.

Rather than government colleges, you must ask for universities because not many colleges provide mass communication.
IAS/ Civil services are a good option for humanities, and that too for leading social sciences. Mass communication student will has one positive point over others in IAS that, he will have good knowledge of current affairs.

There are less courses in journalism and mass communication domain. The reason is the same as with science, practical classes and learning demands regular courses.
You can go towards PG Diploma courses from universities distance education department or even IGNOU gives good number of courses from radio production to traditional mass communication degree.

Yes, you can pursue Masters in mass communication. MJMC is open to all graduates as it has a wide scope. You can do a job of a RJ, reporter, anchor, editor, PR, event manager and many more. On the other hand, in history you can do MA in history or you can go for competitive exams.
You can try for:
1. MICA.
2. IIM - C.
3. Jamia.
4. Makhanlal, etc.

Plenty of government jobs ask for masters in mass comm. Public relations officers and other profiles demand this. As you have a good base of account and commerce as well, it increases your prospects to claim jobs in financial domain or banking mass communication/PR jobs. And I believe, MA in mass comm. is safer than M.Sc. or other nomenclatures of this degree.
If you have decided, then do not avoid skill development during your master degree. From where you do it matters less

Hi,
In term of news reports or gathering information, the person who belongs to a particular state can perform better than other migrate person. If you have commitment, passion and confidence than you can perform in any part of India. Our culture and system is so vast that the presence of media in every part of India is very important.
