For pursuing an MS in chemical engineering in Canada, you need to give IELTS first, and GRE is not compulsory to study in Canada. But, some colleges required GRE Score. Hope this helps.

There are many universities and college that offer these courses such as Panjab University, Delhi University, JNU etc. You need to go to their official website and find their eligibility criteria and dates of admission process. You could also apply in some private universities and colleges and even there are opportunities abroad where you can get specialisation in these subjects.
