Sorry to disappoint you, the cost of Masters in Australia with living costs for 2 years would be a minimum of around 40 to 50 lac rupees. You can try UK which will again be around 16 to 20 lac rupees but no post study work visa is given currently. Try Germany if your scores are above 75% as you may get a scholarship and even without it the costs are very low as far a tuition fee is concerned.

Seems to be tough luck with those grades. Please apply to other countries. And yes you can explain in your SOP, you have to show why the low CGPA and why should they admit you. Take help of a professional counselor to help you with your SOP.

This will depend on what exactly you plan to study. If you want a career in coding then you must demonstrate good programming skills. However, not every IT area requires coding skills. You can be a good analyst as well among others. Find out your strengths, your career plans and interest and apply to a relevant program.
