As per their latest notification, JBIMS will accept the scores of only CAT, CMAT and CET exams, and no other exam for its admission process of the academic batch 2018-2020.

Validity of the MAT score is for that particular session for most MIs/University is one year.

Yes, there are many good colleges accepting February attempt score.

Yes, it is mandatory to pay 10 lakhs to join SDMIMD. There are some scholarships on merit basis, if you are eligible then some part of your tuition fee might be waived.

It is not clear, what you mean by "Without MAT score".
With MAT score, k g somaiya, NITs will be good choices.
Without MAT score, I am guessing you will take CMAT (because, you are not mentioning CAT), there are very small numbers of good colleges like K G Somaiya. But, cut off will be really high.

Yes, you are eligible for admission but have to get selected through further stages of selection encompassing GD, micro presentation, interview, written and verbal assessment. MAT score alone does not guarantee admission. The campus selection is done randomly too. Getting main campus or Kengeri campus depends upon random selection.
